How does the fiberglass side skirting come off of the newer Vans?

Very easy. Use a 1/4 drive 10mm deep socket and extension.
Loosen (no need to remove) the nuts from behind the panels looking
straight up while you lie on your back. When all nuts are loose the
panels pull off from the bottom.
Once the panels are off you can remove the panel mounts. The mounts
are pop-riveted onto the body so you will have to use a drill and
drill out the rivets.
If you intend to mount the mounts onto another van, measure / take
photos of where the holes are.
